Do You Need Insurance for a Scooter? Scooter Insurance Explained

Jan 6, 2026

This post is an essential introduction to scooter insurance. We’ll explain what it is and what it covers, with guidance on how to get the cover you need at the best price.

Do You Need Insurance for a Scooter?

It’s illegal to ride a scooter or a moped on UK roads without adequate scooter insurance. In the UK, the legal minimum requirement is third-party insurance, which covers injury to others and damage to their property but does not cover your own scooter or injuries. As well as being a legal necessity, scooter insurance will also cover you, your ride, your equipment, and more should anything ever go wrong while you’re riding, depending on the level of cover you have chosen.

What is Scooter Insurance?

Scooter insurance is dedicated cover for scooters, mopeds, and other small motorcycles.

When we say ‘scooter’ and ‘moped’, we’re talking about bikes with step-through frames and smaller wheels. Mopeds are usually limited to 50cc and lower top speeds, while scooters can have much larger engines and higher performance. In fact, some scooters are powerful enough for motorway use — with engine sizes of 600cc or more.

Yet most scooters are comparatively compact, with smaller engines and lower speeds. This can make scooters much cheaper to insure than other motorcycles.

What Does Scooter Insurance Cover?

When you take out your policy, you’ll have a choice of three levels of cover: Third party, third party with fire and theft, and comprehensive.

  • Third party scooter insurance: If you’re involved in an accident, a third party scooter insurance policy will cover any damages to other vehicles and property. You will not be covered for any personal injuries, or any damage to your own scooter and equipment.
  • Third party scooter insurance with fire and theft: This provides the same level of cover as a third party only policy, but you’ll also be covered for losses due to fire and theft.
  • Comprehensive scooter insurance: As the name implies, this is the highest level of scooter insurance you can get. If you want total peace of mind while riding your scooter, choose comprehensive scooter insurance.

What’s Included In a Comprehensive Scooter Insurance Policy?

As well as covering damages to third party vehicles and property, and as well as covering your vehicle for fire and theft, a comprehensive scooter insurance policy will include the following cover as standard:

  • New bike replacement
  • Personal accident and medical expenses
  • Travel abroad cover
  • Uninsured drivers promise – so if you’re involved in an incident with a driver who does not have insurance, any damages to your scooter will still be covered

You’ll also be able to choose from a range of optional extras, including breakdown cover, leather and helmet cover, legal expenses cover, and enhanced personal accident cover.

Understanding Exclusions and Restrictions

Comprehensive scooter insurance policies may provide the highest possible level of cover, but they will not cover you for absolutely everything. It’s important to understand the exclusions on your policy and be aware of the sort of riding behaviour that could invalidate your policy.

For example, your comprehensive scooter policy won’t cover you for misfuelling your scooter, or for damages from general wear and tear and mechanical breakdown, riding under the influence of drugs or alcohol, and riding without a valid licence.

For more information about exclusions and restrictions, read the full policy wording document.

Finding The Right Scooter Insurance For You

As we mentioned above, scooter insurance can be a lot cheaper than other types of motorcycle insurance. It pays to shop around and compare a few quote and not simply choose the least expensive cover option. Getting the cover you need is more important than saving money.

Before you buy your scooter insurance policy, think about how you intend to use your scooter. Will you be riding every day? Will you be using your scooter to commute? And what about the winter? Will you ride during the colder months, or will you keep your bike in storage?

Thinking about your riding habits will help you determine your annual mileage. Plus, thinking about how you’ll use your scooter will help you determine what sort of cover you need. For example, there’s no point in getting European breakdown cover if you never intend to ride overseas!
